Bloodhound eyes are by default, black with red pupils due to their mechanical nature, when in full mobian disguise they can switch between the two, usually it's done as an intimidation tactic as most people would find those kinds of eyes creepy, specially in a dark place.

Their real eyes also get exposed if something damages them hard enough, which is why most androids keep a low profile so they can infiltrate society better!
