Wrangler Wolf: 1 to 9 makes sense, since I don't smoke or drink.
Bamboo Bear: 18 is incredibly stupid. Liwanag the Maharlika Lion has tattoos on his body because it is expected of the maharlika warrior to do so, and strongly supported in the Philippine culture. In New Zealand, Renata the Maori Lion, has tattoos on his body for the same reason in his culture there. Glad you got rid of that rule.
Rainier: 11 is controversial and falls in a grey area because I saved Levi P. from being arrested.
Chuong: Thank goodness there are no specifics to table manners since that varies greatly around the world. I can suggest some new rules.
Respect privacy.
If your government asks you to perform any acts that comes in conflict with the G-52 Code of Conduct, do not do them. If possible, provide alternative solutions instead.
If your country experiences a civil collapse where everybody is protesting against your government, the safety of your people is priority before taking on the government.
Respect local cultural customs of the country you're in.
No discrimination.
People have the right to their own opinions.
That's about what I can think of right now.

Super C: I got rid of the original rule 18 and 11. Your heroic acts inspired me to repeal that rule. I just choose never to get a tattoo myself
W.C. (WARCAT) There was also a time I got pulled over for speeding, which preventing me from apprehending a bank robber. That was a rule 11 case.
Levi P.: I've never been so grateful ever since that day.
Super C: *to Chuong* I do expect my recruits to show good table manners, but that's something that varies by culture.
