This lovely goat was gifted to me by 
Y31 so the responsible thing to do is to think of cool stuff to do with her. And I think I've done that.

THE UNBELIEVABLE, INCREDIBLE AND DARE WE SAY AMAZING ORIGIN OF SAMMY STELLA, THE BALLISTIC GAL
There she was, a teen goat minding her own business and engaging in acceptable teen goat activities. By all standards, an upright citizen of the nation!
WHEN she was struck by a cosmic space meteor!
Despite being hit in the chest by a rock traveling at high speeds, she seemed miraculously unharmed. She was bedridden for a week or two for exhaustion - which everyone agreed was pretty generous after getting hit by a space rock - but otherwise seemed unharmed.
Unharmed... but not unchanged.
Where the cosmic space meteor had struck her chest, a blue tuft of fur grew. Not long after recovering from her weeks in bed, her hair would take on a similar color. Also, she developed amazing superpowers! Fantastic ballistic goat powers!
Nigh invulnerability to harm and the ability to launch herself like an arrow!
Getting used to these powers involved a lot of launching herself face first into things so it was pretty lucky that nigh invulnerability to harm was part of the package.
Sammy Stella knew that it wasn't just random pure happenstance that she got hit by a cosmic space meteor. It was a sign of her purpose on this world! It was destiny! She suddenly knew that it was her destiny to become a superhero...'s sidekick!
What? Jumping right in without having any idea what she was doing? Where do you even get capes? The cape store? Do you make up banter ahead of time or just wing it in the moment? Is a secret identity required or just an option? Do you get assigned a nemesis or just wait for one to happen? She had too many questions to start on her own! And it never hurts to get some training in.
So she worked with a more experienced hero for a couple years, learned the ropes, and with all that experience under her belt she has become a solo hero!
She's been away from the city for a while (trapped in a time warp) but she was excited to learn that a newbie hero arose while she was gone.
After being in the business for so long, Sammy Stella has seen almost everything the genre has to offer. Surely this Problem Panda will appreciate unsolicited advice!

When deciding what to do with a new goat, I thought Mei could use some company on the superhero side of things. Some more experienced company to contrast with Mei's newbie status. And someone pretty chill with all the possible embarrassments of the superhero life to contrast with Mei being very annoyed by it all constantly happening to her.
Also, a shorty to contrast with Mei being a decent height? I kind of like the idea of this short little goat woman happily superheroing around.
