These costs assume nothing goes wrong and everything is fine forever. Additionally, if a colonist's pet project is performed, they will likely come up with other ideas on what would be cool to spend Workpower on.

Okay, Guess i'll start..! Hope I understood to rules here. Priotities here are to minimise chances of failure and make sure the prisoners are not dying/traumatized at the very least.
Embryon (22pts)
- Recruit Duster + Lope (0pts) - Freeee
- Recruit Scrunkly (3pts) - They're a powerful unit, and Landscaping will be useful after the world ends.
- Recruit Byte (1pt) - Because we don't really have a specialised tech expert yet.

Hm. I was hoping we could prevent the world from ending, but I guess not.
This vote is a bit too complicated for me to make easily, so I'll echo Zeak's with a few changes:
* Relocate 2 points: Help but don't recruit Rhys. Recruit Alex and Drake instead. Our author was quite proud of setting up Alex's recruitment condition ahead of time, and I'd hate to leave him hanging. And I don't believe we have a dedicated architect yet. I hate to dump Rhys, but at least he'll be less hostile if we help him.
* Relocate 2 points: Replace Comfort Gather with Arcane Archive. Magic seems more practical than comfy chairs, and we can probably fabricate the latter later.
* Relocate 5 points: Instead of a Shopping Spree, Outreach (tier 1) and Baselink. Communication between our bases is important, and by encouraging people to come to us we can save a little on recruitment costs. As for supplies, I'm sure they'll still be available in some form after the world is remade.

alright, I like zeakteal2's priorities of focusing on recruitment, that should help increase our action points for future turns. I support sonicinterface's modifications as well, they seem like good decisions.
The only change I would make would be to replace reasonable living conditions with furnished ones to save 4 points, and with those points, recruit Coyote and Brianna as well as increase outreach to tier 2. The added recruits should pay for themselves by giving us additional building points on later turns, and the extra outreach will help us get cheap recruits, which should, again, allow us to do more on future turns.
