By all rights it is what they should be used for. It takes a lot of drama out of the show though, so I can understand why they avoided the subject.

actually, they expanded on the transporter systems in TNG. in the first few episodes thereof, captain is possessed by a non-corporeal entity that beamed him- as energy- into the Nebula that said entity called home. mind joined ship, and body's pattern was stored in the transporter buffer, in a similar fashion as RAM. put the 2 together, activate transporter, and captain's back. however, the mind had to be available in some form. no mind, no restoration. at least that was my understanding. but that's the canon universe, not yours.
