A commission from  Hiorou of Arcten, and two of his manifested bodies/servants/minions recycling refuse in a junkyard into raw materials. Arcten likes to keep caches of raw materials on hand from which to make or repair various things. He can get these for free, or even get paid to get his own raw materials by breaking down garbage and refuse into it's constituent elements. Throwing garbage up into a magic circle, the trash is ripped apart into atoms or molecules (as desired) and ingots of pure materials are created. These ingots are magically made chemically non-reactive and radiologically neutral until they are later used. Pure chlorine or uranium can be safely handled, and stored without being a hazard. This is an easy way for Arcten to gather up large amounts of carbon and iron, as well as trace amounts of precious metals. One really good scheme Arcten has is to perform this process on hazardous wastes (especially toxic or radioactive), getting paid to dispose of it, and turning it into something he can store away for later use.

Here, Arcten, the dragon, is maintaining the spell and moving the junk to and through the portal. The cougar Arcten minions are responsible for managing the resulting ingots, and transporting them away once enough have piled up.
