This is yet another unknown and unimportant TF victim. Their situation is also left open to the imagination. Maybe they are stranded in a mine. Maybe they're in the ruins of a warzone. Maybe a natural disaster hit. Maybe aliens invaded or there's zombies or something. Oooo, zombies would be very fitting (in an ironic way) for him to become a Dry Bones toy.
