I can see the "skin" of his body actually just being a costume, hangs limply

He just sort of goes around acting inconspicuous but not doing a good job of it.

yea, basically. he just stumbles around hoping no one notices that his "skin" is stretched and droopy in all the wrong places. i imagine his true form as some kinda ink-slug creature
