The 7th house of the Zodiac, the 2nd air sign, ladies and gentlefreaks, I present to you....Libra, the Scales! This is the first sign of the Western Zodiac (Of just about any Zodiac I can think of, aside from the Hindu Zodiac, which has well over 30 signs) that is not a biological life form. So, being an inanimate object, I thought it appropriate to depict the 7th house as an unliving entity: a golem.
The idea behind this is simply the mechanical man, but the weapon I've assigned to Libra is the sling, flail, trebuchet, what have you, and I originally intended to make his/hers/its arms out of chains....but that didn't work out. By the time I drew the rest of its body, I found myself with a pair of shoulders and some hand floating somewhere 'bout the waist. What's an artist to do? After some pondering and some further research on Libra, I found that magnetism is a decanate (Google it) of this particular Zodiac. Voila, make his arms magnetic, represented by metal orbs between shoulders and cuffs.
A final touch I decided last minute was the cape. There were strange lumps between the shoulders and the head that I couldn't make heads or tails of, but with some pencil strokes I gave them ruffles, which turned into a cape. Plus, with the flowing garment behind, it makes him a bit more animated, and now he looks like a Judge from FFXII. Not bad, 'eh?

I believe the word you meant was decanate. I did not know magnetism was associated with Libra though. Interesting.
Also fascinating that in making this a golem because of Libra being not a biological lifeform, you also underscored the fact that Justice is supposed to be impartial. A robot or golem, if properly programmed, would indeed make the best and most objective judge. Of course then you get into what happens if the AI becomes sentient or if the programmed thing decides the best judgment is death and carries it out just as impartially and dispassionately, but that's another story. In terms of symbolism this works quite well.
