I made these for a friend's birthday and they were a big hit. :)

To make these, you need:
Some cupcakes
Light blue icing
Dried coconut shavings
Blue food dye
Huge marshmallows
Dark chocolate chips
Small cookies (like Chips Ahoy)

Put the coconut shavings in a Ziploc bag with a splatter of blue food dye. Shake it all around until the desired blue color is achieved.
Pour the coconut into a bowl. Take a cupcake, put icing on it, and roll the top of the cupcake around in the coconut shavings until no bare icing remains.
Cut a giant marshmallow in half and put a chocolate chip "pupil" in the center of each half. These are the eyes. Put them on the cupcake.
Stick half a tiny cookie where Cookie Monster's mouth would be.
Done!
