That happens to be the amount of time that you happen to have if you are on the other side since scouts always travel in groups.
This is Warhammer theme and well Warhammer is copyright to the warhammer people. As far as I can tell that would be Games Workshop since that is all that ever comes up when I look.
I drew this up from memory really and that probably means that I have been playing the game for a bit too long...
Anyway yes a scout, I had to do a bit of a warhammer thing since I played DOW 2 recently and finished the game. Very good, not a true RTS though still lots of fun. They have things in there that you will only catch if you have played the first DOW set. Namely Dark Crusade. I won't spoil anything in case. I'm not that mean after all. Anyway, you all can enjoy this I suppose.
I drew a scout for scouts need recognition, just like the Imperial Gaurdsmen. They don't get power armor and all that pretty stuff and are simply armed with flashlights...

Actually scouts normally use bolters, at least in the DOW series, notably they use sniper rifles of course. Now, they rarely tend to use Bolt Pistols. Then again I am basing that off of DOW, though it was made with the Games Workshop logo and such in it.
Never underestimate scouts! They actually point you in the right direction, otherwise you might end up barreling off in the completely opposite direction of the enemy.

DoW is meant to be a representation of 40k, with the tabletop game and background books taking precedent over the computer games.
And ya only need scouts to tell ya if there are enemies in that building, not the general direction! Thats what the massive ship in space is for XP

Yes, though in my mind it would make sense for them not to solely carry sniper rifles. That and the day that you underestimate something is the day it kills you.
Granted, there are seemingly more fun and effective things. Oh, and the tabletop is a representative of the books and lore so it takes the most precedent.
Now, the computer game can be more accurate than the table top in some senses, and less so in others. So it is a bit of a crap shoot either way to say who is right in the games instead of simply looking to the books and lore.
I am not saying that I have read everything 40k I was just saying what was sensible, for sniper groups usually have a spotter with a scoped assault rifle (And there are scout figurines in the tabletop that have scoped bolters, though they may be the modified sort.) and then the other would carry the sniper rifle.

Well if ya want ot be technical the tabletop version was around before the lore that we know was. Rogue trader teh first incarnation of the table top pretty much only had a little bit on the emperor that we know and thats it. Back then marines were just normal guys in power armour, eldar and such didn't exist, there was no inquisiton or anything.
As for the sole sniper rifles, none of the squads in teh tabletop are allowed all sniper rifles, only one or 2 depending on how many men are in the squad.

I never said they weren't allowed a bolter! Standard Wargear for scouts: Bolters, then i think its one person may change their bolter for a sniper rifle, and 1 person may change it for a flamer or shotgun. I think the sergeant as well can change his bolter for a bolt pistol and chainsword, then the rest depends on how many extra men are in the squad.
As a rule of thumb the weakest weapon any space marine will ever use is a bolt pistol, which as we both know is stronger than a lasgun.

Hehe.... Well yeah, I'm just saying that it has to be quite a show of faith to even go onto the front line with a damn flashlight. Even the Hellguns are flashlights. Well... more like strobe lights... Though, yeah average IG is probably similar to simple militia or something...
