“Tooth pick?” The Lucario exclaims, more than a little offended at the accusation.
“Look,” Maria sighs and continues, “no one ever wants to be talked about in that manner and I think it’s safe to say that absolutely no one wants to see that” she points at his groin, “being shoved into their faces right before eating. I mean, talk about decency. And before you get any ideas, do try and get it into your pea-sized brain that one of us is a fire type. And you’re a steel type. Do us all a favor and go away.”
Some of the others in the room clap a little bit, making the Lucario even more indignant. “Like I care about type advantage. I’ve proven myself more than capable of taking on any opponent. Why don’t I face your firey friend in a good ol one on one and I’ll show you just how much of a man I really am. Winner decides what to do with the loser.”
“And why should I?” I demand. “I stand absolutely nothing to gain by fighting you. If I just ignore you and your crass little display then I get just as much out of it as if I beat you, with none of the risk or effort. So just go away and let us wait in peace.”

Because you have a bunch of unsupervised pokemon without a trainer in the room and thus quite possibly no real way to be certain you'd be able to get them back to their owner. If a pokemon has their ball on them and they get knocked out, that's one less customer and that's bad for business. Pokemon fighting need a lot more space which means fewer customers which is bad for business. And pokemon fighting all out tend to create property damage which is really bad for business.
As for the Lucario, I could have them run into him again in a later edition. Like i want to do a part 3 for sometime near the end of this year (since these take a while to do). I just haven't figured out which holiday to have it lead up to nor have I figured out what I'd want it to be about.
