Looking closely at the wanted poster, it would appear the reward for Vance is $10 rather than $10'000. Given that he can be cocky and has a smart mouth, I imagine he's perhaps considered more of a nuisance than a bandit than the menace he might think himself to be.
I wonder if perhaps whomever caught Vance might decide that they'll have some mercy on him and not turn him in for the bounty. Maybe thinking that with him hogtied and gagged with a bandana, maybe an hour or two of tickle torture on his feet would be a suitable punishment. Maybe using his own tail for a little extra humiliation.
Though if there's too much muffled swearing or insults maybe they'll turn him in for the bounty after all.
