at first it was believed that this was a new species of ghost type pokemon, time later it was discovered that it was an unknown evolution of the pokemon called Eevee
while this pokemon appears to have its head detached from its body, on closer inspection there is actually a tightly coiled, invisible tether binding the two together. This allows the head to travel great distances while still being able to make its way back to the body when needed. It allows still perceives anything happening to the body. However, further travel requires that the body be hidden, for it will remain motionless until the head comes back into a closer range. If the head or body are put under threat or duress, the pokemon is able to forcefully contract the tether, snapping the two pieces back together and taking them out of harm's way.
