Mr. Pumpkin soon just decide to use his headless magic on Pepper in order to not let her "talk" to people of his abilities after what he did to Lottie way, waaay before. Mr. Pumpkin now have her head, already possesses and controls her body to be side with him (which also her body already went off on a bloody massacre) and later looks at her unresponsive and inactivated head as she's such a easy pick before sending her head away to test drive.

Maybe some place where it is private space for Mr. Pumpkin, but also maybe his collection room of decapitated heads where nobody are able to locate him where he is at.
