Arcana: Emperor
This is my first time post bear character. For this art, I had hard time decide which colors of this character. I tried to make this guy to be more plush-like appearance. And I have hard time with Arcana as I thought of Hierophant, but I decided to have Emperor. I believe that it doesn't matter with psychopath.
Teddy TrueBear is real anthro bear who looks like plushy. He has legs of polar bear, arms and forehead of Brown bear and tan fur on every others part. Also has yellow triangle on forehead, red rectangle on right arm, blue circle on left arms, pink circle on right leg, green rectangle on left legs and yellow Star on belly. He wear Red bow tie , aqua blue vest and brief like jean pants. The color shapes are paint he puts on, including the black lines on his neck. he has scars on both arms and legs.
Teddy is real creator of Critty Dragoo and Daycarer. He created them for the children who comes to visit him. This makes him as father of Critty Dragoo. So far, very talented with patch and sewing. also good at toy making. He's simply love children, but due to has his own complexity, he doesn't get along with them. He never liked anyone with misbehavior, including immature adults. Whenever he saw them, he will rehabilitate them into his own way. Whenever he goes for creation or punishment, he will goes psycho and started do a thing that scares everyone, which involved with his ability.
Strength:
His ability is makes anyone or any living things into plush toys. This makes target immobilism and feels painless and emotionless, which he can temporary turn kids into plush for safety. And he has another ability that give life to toys. which make them moving, including ones that he turned into plush. Due to being a bear, his physicals strength are very powerful and he also very talented with weapons. His hidden agility are emerge weapons into stronger weapons.
weakness:
His weakness is that his ability aren't very mighty. Whenever the plush that he turned got torn, breaks or ruined, they automatically revert back to original form before turned into plush, which is no damage and anything bad thing happened. And also he's has same weakness as regular bears. He never good at spell or any spiritual stuff.

--This monster is base on simply teddy bear.
—Also based on Glamrock Freddy Fazbear from Five Nights at Freddy’s.
--His paint coloring are based on Power Ranger.
--the name are based on Teddy bear as its appearance and Trueman, which is based on Yugioh GX character.
--TrueBear name meaning "real bear" as in truly are real bear instead of phony.
--by full name, he's are very pun like as it means "a real bear with name goes by Teddy. Very Truly crazy."

It's cool to meet the caretaker finally. To me he gives off the impression of a Grizzlybear though the different fur patterns give off a stitched together vibe also. I guess Teddy is a true name and stuffed Bears are true Bears in some sense. Your character is a living Toy so why wouldn't he be true?...No, you stated he's a real Bear that looks like a Toy if I understood correctly. I guess he likes to make himself look like a Toy, not sure if he used his own magic there or something different.
Wondering though: Is there a split personality thing going on? A complex over if he's a true Bear or not? Why would anyone doubt it?
I feel like Shiny and him could become good friends even if he feels often like he cannot deal too well with the little ones that he tries to make happy with his magical critters. Shiny is a good behaving lad and even knows a slight bit of Toymancy on his own since he met other folks with abilities somewhat like Teddy's.

1)Yes, he's real anthro bear. He was mixture of grizzly, himeguma and polar bear. His fur pattern is stitches like as you said. He's not a living toy, but he does makes living toys.
2)For you to thinking him as living toys, there was two versions of Teddy. DayCarer Teddy Bear is imposter or plush clone version of him. What's different is that majority is size. Truebear is very large while DayCarer is very small like size of actual stuffed Bear. Others are TrueBear has sharp claws and other don't claws.
3)why he looks like plushy? Well... His theme are based on patches, stitches and stuffed crafts works. So he's actual like to make blanket and stuffed animals. His ability doesn't make himself plush. Another reason is that he doesn't want kids to be afraid of him, because of his race. Real life bear are very ferocious and dangerous. Because of their survival instinct, they can kill off kids and adults easily. That's image lead to him change his appearance as Plush bear. Because they aren't real and harmless.

5) I'm guessing that Shiny is best match of his partner. I saw Shiny with Traskfox get along like friend. In case, Teddy's are much weaker then his, because his main ability is fuse tools into one.

Well, I've seen stuffed Bears before that were made to be lifesize but neat feature that he makes a minion version of himself there.
Hmm, I guess Shiny is simply used to other big Animals and met the one or another Burrdude, so he'd likely not really think of him as scary solely based of his body size and claws. Though feral Bears in the FA world tend to be not to be ferocious.
Hmm...so he has a tendency to become mad quickly when he sees somebody doing mean things to children? Reminds me kinda of the behaviour of the Beast in "Beauty and the Beast". But it's good that they only really go and scare and pester mean folks some like a Ghost Type.
Ah, Teddy is cool no matter how much magic he can do. Shiny would still treat him like a papa Bear and not mind being burrhugged. And if he ever wished to look for some good tools with Shiny on how to exercise on appearing friendlier, I'm sure that Shiny would be eager to help there. Perhaps some cute magical gloves and slippers to cover the claws and some exercises in friendly smiles and the sorts could work wonders for him. Even if Teddy would like to pamper Shiny and may need somebody to help him relax, Shiny is glad to play that role for him. He doesn't have to be a Bearcub to play that part but if Teddy prefers so, Shiny could always wear a Teddy style pyjama if that might help warming the big Bear's heart. 🐻

As part of Critty creation, he created Critty out of his tool merging ability. If you remember the Critty's material, he was made out of item that were rash cream slime, crystallized baby powder and diapers. He fusion them into what we know Critty.

Ah, I sure remember. It's neat that he can make minions from all such things related to a baby or toddler's room. I think that in itself is very impressive. Shiny as an adept in toymancy cannot just go and infuse objects with a spark of a soul like that. Teddy must likely feel like his creations are kinda like siblings to him, I would assume.
And Shiny would be like "Good day, Mr. Teddy. Thanks for the friendly introduction with the friendly dudes I've got to meet around here. If you ever like to come visit, I gladly welcome you at my home. There is a toy chest that folks can use as a portal usually.." And Shiny would happily listening to whatever the big dude would feel like sharing with him and happily offer him a balloon as sign of dudeship while telling him all sorts of happy stories. (-^.=.^-)

I thiunk the word you tried to use was travel, not trouble. Oh, it's sweet that Teddy and his fellow pals can come for visits like that. Hopefully Shiny can still rest well if he is playing around a bunch in his dreams. Gotta make sure that you don't exhaust yourself, right? ;3
The Dream Caravan sounds a bit like a circus troupe. Shiny would surely be happy to become dudes with all of Teddy's colleagues and if his own toys would join into the party it might become quite the carnival, hihihi. X3
