here is the first page of this old comic, Coulombus, the eevee you're looking at made a machine to go back in time. in his future society, evolution got regulated, and stones were destroyed. anti evolution devices are in place, too. his dream was to become a jolteon, so he came back to past in the hope of finding stones... but finding a stone wouldn't necessarily solve the problem...
