You can do it to any picture with, it’s called chromatic abbreviation something. It’s not too hard to do and you can get a cool result

Oh wow you..captured the CRT Screen Pixel Grain pretty accurately. The CRTs in particular I believe come from the 80's and 90's - or even as late as the early 2000's - as they don't have a gray screen when turned off!

It looks as if like the CRT in question has seen quite alot of use and it may not much longer. Indicating thorough care and love but the components simply deteriorating at a natural pace without the screen er..."folding over". Which is what happened with my last Magnavox CRT which was a very good one. Colors were vibrant and it had depth and it made pixel games look good. I loved that CRT to bits...
