On normal fabric patterns, the word "fold" is to indicate that the fabric you're drawing onto is folded, so you will end up with one piece that's two mirrored versions of whatever shape you're drawing. In this case, if you draw the chest piece on a fold, you will end up with one large piece that is symmetrical.
Or you can lay your fabric flat, trace the one side of the piece with "fold" on it, and then flip it on the "fold" line and trace around it to create a symmetrical piece.
