An old tower creature. I've done these guys before: https://i-am-worm.tumblr.com/tagged/tower and I like the idea the flags they sprout represent a 'kingdom' or 'monarchy' they happen to align with at certain times. Older towers will have various flags as these various kingdoms rise and fall.
A princess here has commandeered an older one to work with her over capturing her. Maybe those old stones gain a bit of sentience over the eons? Who knows.
