Packrats are eldritch rodents with a private pocket plane inside their bodies that they can use to store pretty much anything.
The average packrat stands around 3-4 feet tall, with a tail that is at least 2/3 their height in length. Packrats typically have shaggy fur that covers the back of their hands and the top of their feet, leaving the fingers and palm, and sole and toes naked. All packrats have at least one pair of horns, though the shape and color varies. A packrat's fur can be just about any color, including patterns. Some packrats have small wings on their back.
A packrat's most defining feature is the keyhole shaped mark around their bellybutton, and the key teeth on the end of their tail. The color of the keyhole, and tail tip always match, and glow. The shape of the key teeth and keyhole are unique to each packrat, and no packrat's tail fits into any other packrat, except in extremely rare cases.
Packrats do not need to eat in the traditional sense, but they do feel hungry when they're empty. If a packrat swallows anything it is immediately sent to their personal pocket plane. This works with any orifice. This plane can safely store any items placed in side, and can even be used to safely contain living creatures. The specific appearance of this plane varies by packrat, and can be anything from a well organized storeroom to a lavish nightclub, or even just a disorganized pile of everything they've ever eaten.
If the packrat's key-tail is inserted into their keyhole, both will begin to glow brightly, and a bright light matching their keyhole color will glow from inside their mouth. At this point the packrat, or any other creature, can reach inside their mouth, or any other orifice, and pull any item out of their collection. The packrat can will one or more items to emerge from their throat for ease of taking, or simply vomit their entire collection onto the ground.
Unlike a bag of holding, Packrats have a theoretically unlimited amount of storage in their pocket plane. However, the packrat will gain weight proportionate to the weight of what's put inside them, meaning that they will eventually become a burden, or even immobile if overfilled. As a packrat becomes older and more powerful the capacity of their pocket plane naturally increases. An inexperienced Packrat may struggle to walk after looting a small dungeon, while a seasoned packrat could stomach a dragon's entire treasure hoard and only adjust his belt a few notches.
Packrat Growth
Because of their desire for treasure, many Packrats sell their services as walking bags of holding to adventurers. Their contracts often specify a service period and a prescribed cut of the treasure. While some adventurers may balk at giving up a cut of the profits, savvy adventurers understand the value of having a treasure hoard that can carry itself, defend itself, or flee if necessary.
More daring (and greedy) packrats may strike out as adventurers in their own right, and some particularly lazy packrats have taken up jobs as living storerooms.
There are other, unique variants of packrats that put on weight in specific areas as they grow fuller, sometimes featuring keyholes in other locations, though they all eventually become immobile if overfilled.
Current known variants:
Stackrat: Packrats that exclusively pack fat onto their breasts. They have keyholes on their nipples as well as navel.
Backrat: Packrats that exclusively pack fat onto their butts and hips. They have a keyhole on their butthole as well as navel.
Sackrat: Packrats whose balls swell as they pack away items. They have a keyhole on their sheath as well as navel.
The origin of packrats is poorly understood. Some believe that they may have been created by an eldritch rat god Azagnia, though to what end is anyone's guess.
Jackrats
There exists a somewhat rare variant of the packrat called the Jackrat. Jackrats are to Packrats what Mimics are to Treasure chests. They are indistinguishable from packrats when empty or only lightly filled, but as they amass more and more wealth they start to become larger and more muscular as well as more fat. Jackrats will often refuse to give up items they've swallowed unless their demands are appeased.
While some Jackrats are outright thieves that will strip adventuring parties of all of their loot and leave, others understand that adventurers are a good source of treasure, and will enter into an uneasy truce with them. This arrangement can be beneficial for adventurers willing to put up with a jackrat's shit, as unlike regular packrats they never truly become immobile, though their size can make it challenging for them to fit into many dungeons.

I think a Pack Rat can control the structure of their pocket space, but I don't know if it's conscious or subconscious.
It depends from packrat to packrat, so I can't give you a great answer, but if I had to pick one? Rogue, because they love collecting treasure.
Sure, they can increase their power deliberately, but I'm not sure how to quantify 'leveling up' in a concrete sense. Maybe with experience? Absorbing power from other place? Unsure.
