I've got a couple of suggestions. First, though it depends on the species itself (hard to say with dragons...) I wouldn't make the head quite so flat. It gives it a sort of dopey look. So either make it taller or thinner, whichever way you'd want to change proportions. Second, did you mean to give it five normal fingers? Most creatures that don't have thumbs have a fifth finger in the form of a dewclaw. Regardless, keeping the fingers consistently sized may help the hand look better. Even on lizards the thickness is fairly even.
The arm may also be something to look into. In such a pose the actual structure is hard to see but the muscles don't look like they sit quite right on the upper arm.

his body was just kinda added so i'll probably redo most of it, changing the angle will probably help his "flat" head, besides reconstructing his head would cause too many problems due to this being a traditional sketch and not an easy cut and paste fix.Besides i like how his head looks,although i may change the angle on his body to off set the flat look a little... the feet will most likely change along with the body.

I'll go ahead and tack on my thoughts to this as well, however inexperienced they may be. His right eye looks a little higher than his left, and slightly bigger as well. Also, in regards to the shape of his head, I don't think it looks particularly out of place. But! It does looks as if it's a little too big for his body. It's hard to tell when the rest of him is missing, but maybe show a little more of his shoulders or back...? Or something to that effect.
I really like his overall design, gotta say - he actually looks like a dragon. 8D The little technical details, all of them, are a nice touch, too. And those horns are awesome. There's not much wrong with this from what I can tell!

^^ thank you ,hmm his one eye as you pointed out does kinda look bigger..though maybe if i just change the angle of his body, really i usually start with the eyes and head so the body is worked in as i go, one of the problems with no planning and just sketching i suppose...
heh though with this i started with his left horn (our right) and went from there, they were fun to do,so there is no way i'm redoing his head because then i'd have to go back and do it all over Xp besides i like his head.

I don't know what you were going for, exactly (Aka what kind of dragon you were hoping to make) so I can't comment much on the shape of him. His head looks a bit big, in the cranial area however, wide set and squashed, a bit like a tomato. That's definitely not a bad thing, especially if that's what you were going for, just a bit different. I absolutely love the detail you put into his horns and muzzle. He's got kind of a squat, short, toadish appearance that I've never really seen in a dragon before, definitely not an unwelcome change from the streamlined type I'm used to. I could see this fellow in a swamp somewhere. One eye is a little higher and bigger than the other, but that can be easily fixed. He's very adorable.
