Naqra is an independent nation, allied with Drul and at war since 20 years.
His culture, developped by science and magic, permit quick industrial developpement.
However, his rival, Utuvad, is barely in full industrial development and has only developed 5 quark bombs against 20 at Nakra.

Naqra is not limited to just the subcontinent but also to minor and threatening tribal groups. The latter, including mustideles and other bears are constantly gaining ground in the sea. The help of western dragons allowed them to have ground on the super continent.
