At least for now, yes! They are so young at the start after all! The other three start as older teens so they don't need prevolutions.
I'm unsure if El or Will would/can evolve. El is a very special Pikachu who was born psychic and endured many experimentations on her brain/body. Will is also special after being touched by Eternatus/Yvetal (The Mind Flayer/Vecna respectively), but he doesn't know if he's ready for the leap of evolving. That means he has to grow up...
As for my personal feelings, I'm waiting for season 5 to determine whether I think they'd evolve at all. :O
