For anyone using a translator, the text is a word-play in English which reads:
PEAS To You CRANE!
PEACE TO UKRAINE
When pronounced in English the two lines/phrases sound almost the same, but the written versions have very different meanings. This cartoon illustrates the meaning that seems silly (feeding peas to birds).
