It's something a bit like the Bogeyman for this setting - an entity that thrives on fear. Bryce, having a particularly fearful and suspicious nature, is thus a perfect candidate, someone who can become an anchor and a vessel through which it might extend its reach and have a physical proxy. It does mean Bryce has a harder time differentiating what is real and what isn't, and it hasn't helped his anxiety and paranoia in the slightest.
It's called the Rag Man due to the way it often appears to those who see it as a vaguely humanoid figure, entirely bound in (or by) old pieces of cloth.
