Beau needs other girls in his life. Makes for good stories, ya know! But there don't seem to be any "bad girls" in toontown... so here's Hoochie the Raccoon! Oh, she's a piece of work all right. She loves money, and will often use her feminine charms to try and get it from others. Beau, Raggy, it doesn't matter who! Oh yeah, she's quite the hoochie, all right.
This is just a concept sketch. I'll make a more detailed one later.

and this... is why it looks like a sonic character.the space the eyes can move is defined by the mask, it seems, which is where about a sonic-universe character's eyelids would fall.
Beau, perhaps some other defined point to serve as the edge of the eye, within the area of the mask? just an idea... might look kinda wonky, though.

That box hat looks a little manish on her, and the flowers pointy edges add to the sonic nature.
My suggestion is to give her a haircut other then The Bob (pointy swept forward bangs is that sonic look) - just point the bangs down instead of forward.
And a different hat- perhaps something more like.... THIS
