The short of it is Pavel is a former Chief that did a big oopsie, and has become a bottom-of-the-ladder expendable merc. Has to obey any command given, just about. No matter what. Extremely considered expendable, as Dredges are.

A fanon thing I made, to sum it up as best I can is that Dredges are Gremlins that are criminals, Exiles and the like that opt to serve instead of execution or be in jail forever. They get barely useful gear, minimally better rations, and are considered so low down on the rank authority that even the Red Wires-- who are bottom tier-- are above them. They serve for a period based on their crimes, after which they're free to go (and if they're an exile, they're kept under supervision in the empire). Most of 'em die.
