MALAKAS Project - Tom "Yellow" Caravaggio

Given the no-mention of Pokemon in the MALAKAS Project(separate from Pokemorphs series), Tom's species is changed to a mouse, whose appearance closely resembles the Pikachu.
Description:
Tom Caravaggio hailed from one of the rather dense but gorgeous cliffside towns across Italy. There he lived a rather mischievous life of skateboarding, parkour and pranks, yet had an amicable reputation among his townspeople. He was even considered a local celebrity towards children and teens, mainly due to his appearance resembling the famous electrical yellow mouse from the long-running Japanese pocket-monster game series, not that he would mind. However, what made him almost faithful to the said fictional mouse was his affinity for electrical powers, through joy buzzers, buy zappers, and conducting lightning tests on antennas and rods. This was because he got himself electrocuted by lightning once during a thunderstorm and, despite being singed, suffered no serious pain, and instead he up conducting remaining electricity generated by the said lightning.
Sometime in 2019, Tom decided to move in to the United States, specifically in the Californian town of Thoroughbred, to live with his childhood friend Stacy Bilancia (the Dragon) who had been staying for the last two years. Since then, he and Stacy had been living in single urban house. Despite his age of 18 back in 2019, his height standing 4 feet made him look like a preteen, in which people in Thoroughbred would often question him in regards to his schooling, but Tom was outright calm in reputing their assumptions. In fact, he proved himself to be rather calm prankster, who sought nothing but chill and fun in his everyday life. Furthermore, his hometown lacked any college, so future professionals would have to leave for another city to find one, the same case for Tom, who wished to study in the US for better opportunities, instead of high yet expensive qualities the Italian education system exerted.
At some point, Tom came across some humble horse attending high school in downtown. Going by the name of Damian Rhodes, the horse had some good time chatting with the little yellow mouse. However a year later, Tom was shocked to see his new friend that bigger and more muscular. Damian straight up told him everything he had gone through, and that was all started through the newly established MALAKAS Project, the one dedicated to hardening soldiers through enhancing muscular structure and strength, as well as benefits provided alongside an honorable discharge. Having observed Tom's height, Damian persuaded the mouse to join the project, but Tom declined, explaining that Stacy went away back to Italy and would come back for a year. Seeing the point, Damian agreed to let Tom pass the offer but assured him that the project sign-up was always free and available.
In January 2021, Stacy had returned to the US, allowing the yellow mouse to sign up for the MALAKAS Project and then venture off to the mountain base a week after. However, Tom had another reason to do so, and that was that Stacy had shown interest in the said project and she was excited to see him as a bodybuilder, althought being a natural one would require a lot of exercise and proper diet. Unbeknowst to Tom however, the mountain base had similar opportunities as much as those in Thoroughbred. One day after arriving at the mountain base, he was walking around independent stores when he took interest in one store run by Ezra Sabertooth, the English lionness. And there was a couple of unusual items that could serve his purpose on a long run, which were the steel windvane, the Tesla coil, the pair of knockoff Power Gloves, and the small transformer. Given the very first incident of being stung by lightning, he would normally carry around electricity once being stung again, but with the help of any of these four, he could shoot electrical powers in various levels, ranging from massaging stings to power charges to lightning bolts and lightning balls. No matter when he would stay as either a Super Soldier or a Juggernaut, he had to rely these items to weaponize electricity, otherwise he would have to dodge and fight.
A week after his honorable discharge, Tom returned to Thoroughbred with the four electricity-conductive weapons, only to be welcomed by Stacy and Damian. However, Tom never had any long-term goal to begin with, despite still studying in college, so he opted to attend a seminar for a better motivation.
