Summer Breeze was a character originally conceived between Brainy Twilight and from a musing of what might happen when a kirin's jarred brain goes Nirik (the idea ultimately becomes the fluid boiling and possibly shattering the jar), leading from there to the idea of a brainless kirin.

From there, she's basically a valley girl stereotype outside of the notes seen in the main image.
