Nightstein knows that balloons AND inflatables can be squeaky. Though balloons can be squeaky, inflatables can also be squeaky, but this depends considerably on the material used, the age, the wear on the material that makes up said inflatable, AND the air pressure inside said inflatable. ALL of these factors apply to ALL BALLOONS AND INFLATABLES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Although, I have no idea what sort of gas is found inside the Roko balloon. It could possibly be hydrogen, but we know how well that stuff works. And helium is highly unlikely, due to what time period this story takes place. And oxygen won't float, since it's roughly the same density as the surrounding air. And carbon dioxide, the stuff "we" exhale, is much denser than air. So that one is a no go either.
