It looks like there's a new poison-weilding bad guy in Petropolis, and judging by his attire, his weapon of choice, and the fact that he's an amphibian, it looks like he's a protege for the Cane Toad. This here is Toxolotl Terry, and he's ready to poison everyone in the city.

Stan and Elvis were sent to stop him, but unfortunately, they forgot to bring gas masks to protect themselves, and seem to be falling victim to the poison gas. And now they're paying the price for their forgetfulness. Look at them! The poor guys are suffering from it.
But, I'm sure the rest of Team Katswell will arrive with gas masks, and take care of this new menace quickly.
