Like I've explained, Graham wasn't always an inflated, Water-Electric Dewott. He was an ordinary Water-type Dewott who wanted to try becoming a delta-type Pokémon--that is, a Pokémon who is an unusual type for their species. Dr. Membrains here is a Reuniclus with a great interest in biological changes, and this reaction is one of the more interesting ones she's seen.
