Who knows how Buizel had gotten a hold of them - Pokémon didn’t even exist in Remy’s world until just recently thanks to an anomaly - but Buizel had a few TMs on hand, one for Rain Dance and another for Ice Punch. The third slot would be saved for Aqua Jet when Remy learned that naturally, but the fourth was to be occupied by Surf.
Remy was a little uneasy about being taught an HM move, seeing as they can’t be forgotten by normal means, and they were right to be concerned. HM moves can’t be forgotten, and swapping back would be the equivalent of Remy forgetting how to use an HM move, which is again, impossible by normal means. So, while Remy was equipped with Surf, they were very much stuck in that Buizel body. And this world probably didn’t have a Move Deleter, either…
