When Eggman constructed a Metal Amy out of Metal Sonic's spare parts, combat wasn't the goal. Instead, this Metal Amy can project a hologram around herself to look like the real Amy, complete with electromagnetic barrier to give it physical presence. Her hologram has one weakness: It is broken by water or other heavy fluids and shorts out. Designed for deceit and improvisation, Metal Amy was supposed to impersonate the real Amy to lure Sonic into traps by feigning distress.

...But she was outed basically right away. Eggman spent a lot of time rigging up the Amy hologram, and no other because it took so long, but her nose is Sonic-sized, her headband remained silver like you see here, her eyes were the wrong color...and she's a terrible actor. She's good at improvising, but tends to visibly fret when concocting a lie. Eggman's total lack of understanding of the person Amy is, not to mention his own lack of subtlety and poor understanding of women made everyone suspicious of her right away. Then Tails dunked her in a lake after "saving" her as a test and it was over.

After getting chased off by Sonic (Who found it amusing he was the one doing the chasing for once) Metal Amydecided in order to do proper cover, she needed to edit Eggman's disguise, altering her Amy rig into a hedgehog girl who didn't exist and improvising the name "Odele Tunst" when being asked her name by looking at nearby signage. While she still draws the suspicion of EVERYONE due to her odd behavior (Again, while she identifies as female, she was programmed by a 30-something single male) but nobody thinks she's a robot.
