I've used Live2d Cubism (free version) to rig and animate the picture.
Though technically it's not 100% made in there, I still had to splice my picture's bodyparts (And stuff that needs to jiggle) into unique layers inside my usual drawing program Krita.
Btw Live2d is the tool how 2d vtuber avatars are mostly made. (Though I'm excited for the actually free alternative Inochi2d that is coming around the corner, hopefully I'm animating in there soon.)
