In my world, Roscosmos didn't want to let Buran and Ptichka feel left out of their American counterparts in terms of having crewed missions. To counter that, they somehow managed to convince all of the republics to add just enough dough to give the two their well deserved crewed missions.
Here we see Buran happily in space with I.P. Volk sitting on Buran's commander's seat. They fly under the banner of the CIS as the Buran program and the Soviet space program in whole was a team effort. This mission was launched in 1994 as what the original program had planned.
After all, an EBM spaceplane will feel a bit empty going above alone.
This was inspired by a talk I had with a friend.
