I'm a self-taught modeler. I've been using 3d programs for 10 years and have gained the experience needed to do this. Character modeling is an intermediate to advanced level process, and I'm not the best teacher to be teaching this stuff. I recommend you check out the various Blender Youtubers that have their own tutorial series.
It's an environment map that comes from Substance Painter. Without downloading Substance Painter, you can get the file from some of my blender files just by extracting it to your computer. You can do that from the UV Editing window. You select the picture from the drop down menu on the top of the window and then press Image next to the drop down menu and Save As.
