I think that was due to the feds who stated that headlamps had to be a fixed height from the ground so Citroens effectively became outlawed because the suspension was height adjustable & self levelling

Yes, that was part of the issue. The other part of the issue was "5 MPH impact protection," which meant putting oversized, obnoxious bumpers on every car and truck.
