Majin Buu, who, depending on what you listen to draws his power from a similar/the same source as the Gods of Destruction can shrink people...sort of. We never specifically find out how the absorption process worked, but Vegeta and Goku were tiny inside him, along with the others in pods. Mr. Satan in GT, used the same trick to hide from Baby. Also, Bulma has the microband, which shrank her down to fly with Goku at one point, and Master Roshi tried to spy on her in the bathroom with it. It did not go well.
