Eerily cool. With all the fabric layers you think it should be hot to wear, but the hoops mean you don't have any fur or padding around your hips, bum or thighs, so you have a nice airy pocket. Hoop skirts also can act as wearable fans, by rocking you can get airflow under your skirts when the hoops move (also why they were called "southern bells" back in the day, because the ladies could sway to fan their nethers in the hot sun to keep cool, so they looked like literal bells).
