An attempt at drawing a Savlar Chem-Dog from Warhammer 40k that is relatively lore friendly.

Within the Imperium of Man, lives a race of Abhumans, called Beastmen.
Beastmen possess animalistic traits in appearance, mostly goats or bulls but it isn't impossible for one to have the traits of a canine, or any other number of Terran mammals. Seeing as they are often involved with the darker sides of the imperium (heresy) it's not impossible for one to end up on a prison planet, to then be conscripted into a penal legion.

Or, it could just be a criminal who has had extremely invasive physical surgery to gain such appearance, it doesn't really matter.
I just wanted to combine two of my favorite parts of 40k together.
