Going off of context gathered solely from the stuff you've posted on this site, I'm guessing Nenetl is freeing the young dragon because Nenetl was once herself a prisoner or slave- the latter seeming more likely given her complete lack of a vulva in nude images- and understands her suffering. I am also speculating that this probably wasn't such a tender moment for Nenetl until the removal of the collar necessitated her embrace of the dragon's neck. Furthermore, the ship in the background could be a slave ship that the twins raided. Could also be an oddities or exotic animal trader. Ultimately, though, it is important to remember the twins are powerful mages in bed with one or more eldritch beings, not pirates or mercenaries. Lastly, why is the perennially cheery Imacaci averting his eyes from his sister's uncharacteristic display of affection. Then I realized: he isn't looking away because he is unmoved by the show of affection occurring beside him; he has to make sure there are no survivors or witnesses.
This raises one last question: does the dragon factor into the Mirror's plans or did Nenetl go off-script big time? Imacaci could be looking away direly because he knows they just f---ed up.
