The reason this particular region of Salamander folk are occupied by(and royally mistreated) by the lizard folk is the deal their Regent made with the invaders. They could all live relatively peaceful lives under their scaly thumbs. but the ones who ran their religion and everyone in the Regent's family were all to be the scaly bastards' personal slaves. What they do with those slaves is pretty twisted since 'Shinos only came into the region to steal their religion's tantric ritual techniques. Getting a whole temple's worth of nubile females and fit workers was a bonus to their raid.

What their leader does to their Regent here(whom he insultingly calls Queenie) is particularly bad.
