I'll admit that I don't know your characters very much, but I like the twist at the end. I do think the build-up was taking a while for me to pick up interest, but I became invested halfway through after the capturer asked to cut off surveillance. It's a good and interesting premise that could be quicker for short-attention spanned readers like me, but I really like how you handle characterization.
