It's just a word furries came up with because foxes are really popular, but most people have no idea what sound they make (hence the recent song by Ylvis). Actually, they make a kind of "wow wow wow" call as a greeting. As for when they mate, they don't really make a particularly distinct sound, as far as I know.
Honestly, though, I've never understood the controversy around the word. I don't use it, but I don't understand why some people get so irritated by it, either

According to Wiktionary, yiff has been around since middle english, used both as "if" and "give". In modern use it apparently originally was used as a sort of exuberant "yes!" in furry RP, with "growlf" forming its polar opposite. I can see how it would have become a predominantly sexual term; just think "Yiff! Oh yiff!" and you get the idea. It's actually kind of silly when you analyze it, but there you go.
