I can tell I'm not getting the specific reference, but I'll speak up anyway and say that Mouse's cop reminds me of either Togusa from Ghost in the Shell or Adachi from Persona 4. Hamster's cop reminds me of either young James Gordon from Batman-related properties, or maybe Twitch of the Sam&Twitch duo from the more time-period-specific Spawn.
