Theoretically no, practically yes; she's not omniscient, and simpler organisms may not have much in the way of useful 'thoughts' to pick up on. In addition, active mind-reading beyond simply skimming surface-level brainwaves is something she has to consciously do and also isn't a super pleasant experience for either involved party, not even getting into outright control, which she's also capable of.
