These right here are the Catskinners, an organization of highly trained assassins founded by James Thaddeus Grenger with the sole purpose of one thing: to hunt down, capture, and kill Kitty Katswell specifically. Yup. They're similar to the Spider Slayers from Marvel comics, the Inquisitors from Star Wars, and the Quarrymen from Gargoyles. Highly trained assassins trained specifically to hunt one individual.

Seriously? How much can Grenger hate Kitty to the point where he founded an organization full of assassins trained to kill her specifically? That guy seriously needs to see a psychiatrist.

Anyway, the Catskinners are often seen wearing indigo-colored scratch-proof armor so Kitty can't use her claws on them, purple gloves that have claws on their fingers to match hers, and wrist-mounted knives and axes, the latter of which can spin around (they also wield hatchets in combat as well), cat pelts colored similarly to Kitty's fur for an intimidation factor, and black executioner hoods over their heads to conceal their identities. Even though Grenger's hatred of Kitty is public, he doesn't want her or anyone else to know who killed her.
The weapons they wield aside from the ones I've mentioned include a lance that has an electric shock feature, and can be thrown like a javelin at her. They also have a handgun with rounds laced with catnip to daze her so they can go in to deliver the final blow to her. Other weapons at their disposal include daggers, hand grenades, long-range sniper rifles, and net guns.
They're also highly trained in every form of martial arts Kitty knows so they can know all her moves before she even makes them. Boy, when Grenger wants Kitty dead, he REALLY wants her dead.
