Yes. They don't make wonderful, cast concrete frescoes like that over here in the US. In the smaller image it looks like this building has a "Headache."

It is a shame that almost all modern Architects here in Germany try to emulate a sort of Pseudo-Bauhaus (or worse a style that resembles 1930s fascist architecture, see many modern gouverment buildings in Berlin or on the campus of Frankfurts university) style and shun all decor on buildings. Yeah, of course it is also a cost factor, plain buildings cost less than decorated ones, but I think more ornamental architecture makes a city more livable.
